Nottingham city centre PSPO approved to tackle intimidating face coverings

Nottingham is preparing to become one of the pioneering locations in Britain to implement fresh measures designed to address the threatening utilisation of facial disguises and enhance public confidence throughout the urban core.

The council has unanimously endorsed this strategic approach after extensive community dialogue, targeting specific scenarios where facial coverings might be employed to obscure identity during unlawful actions or antisocial conduct.

Authorities developed the framework following feedback from local inhabitants, commercial enterprises and tourists who communicated disquiet regarding individuals donning balaclavas, skull-shaped masks and alternative facial attire absent of genuine justification within the central district.

Respondents indicated that such practices could generate feelings of vulnerability or apprehension among the public.

The initiative does not constitute a comprehensive prohibition on facial coverings.

Its application remains confined to particular conditions where an official has reasonable justification to suspect that an item is being utilised to mask an individual’s appearance in conjunction with criminal activity, disorderly conduct or alarming behaviour.

Defined exceptions will safeguard those who utilise facial coverings for bona fide purposes, encompassing religious devotion, medical or health considerations, occupational obligations, personal protection or additional reasonable situations.

Councillor Neghat Khan, Leader of Nottingham City Council, conveyed that the authority had taken on board perspectives from city residents who expressed feeling threatened upon observing persons wearing balaclavas, skull-shaped masks or other facial coverings without legitimate purpose in the central area.

She emphasised that inhabitants ought to be capable of residing, labouring and socialising within Nottingham without experiencing fear or insecurity.

This motivated the adoption of decisive intervention, positioning Nottingham among the initial urban centres nationally to enact such a limitation.

She clarified that the measure did not involve dictating acceptable attire or singling out individuals possessing valid reasons for concealing their features.

Rather, it equipped authorised personnel with the ability to intervene when facial coverings were being employed to facilitate identity concealment during criminal acts or antisocial behaviour, or when worn in a manner causing intimidation, harassment, alarm or distress to others.

Over twenty-two hundred individuals contributed to the consultation exercise, with in excess of ninety percent endorsing this course of action.

The authority had listened and was providing a robust yet measured response to community concerns.

Councillor Matt Shannon, holding the Community Protection, Neighbourhoods and Equalities portfolio, stated that Nottingham residents and enterprises had delivered a clear mandate regarding preferred enforcement approaches, and that mandate had been fulfilled.

The new authority would be exercised judiciously and with consideration of specific contexts, equipping teams with an additional mechanism to combat criminality and disorderly conduct within the city.

He stressed that the focus was not directed at those employing facial coverings for religious, medical or other legitimate purposes, but at offenders who believed themselves shielded while using such items to menace the city’s population.

The fresh prohibition commences on Tuesday 15 September 2026.
