All the investigations facing Nottinghamshire Police over Nottingham attacks

Nottinghamshire Police currently faces three live investigations by the police watchdog over the Nottingham attacks and another one could soon be reopened. Leicestershire Police also remains the subject of a Nottingham attacks investigation by the Independent Office for Police Conduct (IOPC), which had to be reopened. The five investigations all relate to the conduct of the police forces regarding the brutal attacks by Valdo Calocane in the early hours of June 13, 2023. Those attacks claimed the lives of Barnaby Webber, Grace O’Malley-Kumar and Ian Coates, before Calocane then used a van stolen from Mr Coates to try and murder Sharon Miller, Marcin Gawronski and Wayne Birkett. A public inquiry into those killings remains ongoing and the IOPC’s boss gave evidence to the inquiry on April 15, admitting the watchdog had ‘let down’ bereaved families and survivors because of how long it was taking for their investigations to conclude. Below are all of the IOPC’s Nottingham attacks investigations and what they relate to. This operation relates to the IOPC’s investigation into Nottinghamshire Police’s pursuit of the van being driven by Calocane after his killings. Operation Gosemore initially concluded in September 2023 and found that the actions of the police driver, Sergeant Dean Reynolds, did not justify disciplinary proceedings and that there was no learning from the incident. Yet Sharon Miller, one of those severely injured after Calocane drove into her, says her memory is clear that the police pursuit of the van ‘spooked’ Calocane and caused him to drive into pedestrians. Rachel Watson, the Director General of the IOPC, said, when giving evidence to the Nottingham Inquiry, that the organisation was now considering the reopening of Operation Gosemore after new audio footage came to light. A decision on reopening is set to be made in weeks. This operation is looking into Nottinghamshire Police’s contact with Valdo Calocane and the force’s contact with the families of his victims. Ms Watson said it took eight months to finalise the terms of reference for this operation, with the complaint first triggering it first being sent to the IOPC in February 2024. The IOPC has said the process relating to this operation, which is still ongoing, has been ‘too slow’. This operation refers to the IOPC’s investigation into the non-reportable media briefing that Nottinghamshire Police held in February 2024 and the force’s decision to complain about the Nottingham Post’s coverage relating to it. The briefing began with the media outlets attending being asked to sign a non-disclosure agreement, but the Nottingham Post decided to reveal details from the briefing anyway in the public interest. Nottinghamshire Police complained to the press regulator about our coverage of this briefing, claiming we were not made to sign a non-disclosure agreement, even though we were. This investigation remains ongoing, with the IOPC boss saying the watchdog was waiting on a statement from the Chief Constable at the time, Kate Meynell. Ms Meynell said in her evidence to the inquiry that the complaint to the press regulator was a ‘mistake’. The IOPC’s boss also revealed that the watchdog’s former head of communications had said Nottinghamshire Police’s press regulator complaint would be appropriate, adding they were reprimanded for expressing this opinion. This investigation was triggered by a complaint to the IOPC from the bereaved families in March 2024. The IOPC is again waiting on a witness statement from Kate Meynell in relation to this investigation, which relates directly to the former Chief Constable. Specifically, the operation is looking at what she knew or should have known about Valdo Calocane, as well as her communication with the bereaved families. This investigation is looking at Leicestershire Police’s failure to execute an arrest warrant outstanding for Valdo Calocane when dealing with him over his assault of warehouse workers in Kegworth. The investigation initially concluded in December 2024, but the IOPC was then informed about allegations that their own staff gave inappropriate assurances to Leicestershire Police officers during interviews with them as part of the investigation. The allegations included an IOPC investigator coming across as ‘too friendly’ to police officers and ‘almost apologetic’ about the fact they were being questioned. Bereaved families had to make representations about this investigation directly to the IOPC, and the watchdog boss said it was of ‘deep regret’ that they had to do that. The operation was reopened and now remains ongoing.
