Reform UK expended considerably less on transport costs than the Conservative administration it succeeded, with representatives asserting that claiming the full allowable amount was ethically questionable. Data published on Wednesday showed that Reform members at Nottinghamshire County Council reclaimed £7,289 in transport expenses throughout their inaugural year administering the authority. This represents an 81 percent reduction from the sum recorded by the Conservatives, who governed prior to the May 2025 local elections. Examining both parties’ transport reimbursement requests for the 2025/26 fiscal period, the Conservatives sought £11,889, which is £4,600 above Reform’s total despite having 23 fewer elected members on the council. The present council composition gives Reform UK authority with 41 of 66 seats, while the Conservatives hold 18, Labour occupies four and the independent Nottinghamshire Alliance group retains three seats. Additional figures published this week indicate that 31 percent of Reform members reclaimed their transport receipts in 2025/26, compared with 77 percent of Conservative members. This works out at a mean of £560.69 per Reform member who claimed and £849.21 per Conservative member who claimed. Addressing the Local Democracy Reporting Service, Reform’s finance representative Stuart Matthews explained his party deliberately refrained from claiming the maximum entitlement. He stated that while his group does not dispute any councillor’s right to claim expenses, the party believed that in these difficult economic conditions, claiming every penny available could be morally wrong. Cllr Matthews noted that the two highest claimants within his group were the authority’s chair and deputy chair, who travel extensively for ceremonial responsibilities. He added that the reduced expenses over the next three years could cover the flags and poles if considered carefully. He clarified he was not suggesting anyone had violated regulations, but hoped they might reconsider their approach. Cllr Matthews confirmed he had not personally claimed any travel expenses and that the four Labour members had also submitted no transport claims. The Conservatives have challenged Reform’s assertions, with Cllr Sam Smith, the party’s leader at the council, describing them as misleading. He stated that Reform’s claims about councillor transport expenses were misleading and omitted crucial context. He explained that in any workplace, it is entirely standard practice for staff to receive reimbursement for essential travel completed as part of their responsibilities, and councillors are no exception. He argued that with fuel costs remaining elevated, it is reasonable and suitable for councillors, like employees in any business, to reclaim travel expenses incurred while performing their duties. He pointed out that while criticising legitimate transport expenses, Reform had sanctioned £75,000 on flags and £40,000 on a council publication distributed to every household in Nottinghamshire, costs which far exceeded the transport expenses being criticised. Cllr Smith stated that travel expenses enable councillors to remain active and visible within the communities they serve. He noted that elevated travel claims indicated councillors who were actively engaged in their communities, attending meetings, assisting residents and properly fulfilling their roles, and if others were claiming substantially less, residents might reasonably question whether this reflected reduced community involvement. He stated this concerned priorities, with Conservatives supporting frontline representation and ensuring councillors could execute the responsibilities for which they were elected, whereas Reform’s approach seemed to prioritise attention-grabbing comparisons while deflecting from their own expenditure decisions.
